Salvador: More of the same in urban planning. The Hot Line in question: Pass Word
This text is an exploratory reflection on urban planning in the city of Salvador, state of Bahia, taking as reference h en m for analysis of expressway project titled "Hot Line", which according to its creators - Municipal government - "will enable one alternative mobility in Salvador, foster logistics and urban development will enhance the tourism industry "(Read here.) At first, and we can not lose sight of that, a project that aims to achieve these objectives -. albeit very vague - not by themselves constitute a problem. However, our momentum waking does not allow us to rest the sleep of the just without routinely ask ourselves starting with a basic question: h en m Who cares the realization / implementation of this project?
Question banal? Perhaps, after all, "scalded cat is afraid of cold water" and developed and implemented by soteropolitano government policies in recent years have been placed at the service of interests other than those of the larger collectivity historically h en m relegated to second Third ... plan within the priority actions of governments. These that reinforce inequality and hegemony, however, are directed at actions as speeches to the same population it say pay more attention. This puts us thus justified in position h en m of mistrust against all discourse h en m benefactor of these governments, authorizing h en m us to early inclinations by a tacit answer regarding which actors / agents aim to meet certain projects. However, this is not the end - yes, there are no surprises here, are almost always the same benefit - but the means that will lead us to achieve an understanding of the terms involved h en m in the discussion posted here.
I venture h en m to say that between the huge range of uncertainties for humanity about varied subjects, be they mundane or exceptional, there is something we do not, or should not be, no doubt. I mean the understanding h en m and acceptance by us of that capitalist society (though not exclusively) is structured according to the mode of (re) production of establishing life, social classes, understood as the brutal social division resulting from the advent of individual ownership of the means of production of life (land, machinery and equipment, manufacturing facilities ...) that radically separates the holders of private property holders in the workforce.
"The class struggle, h en m the antagonism of their interests and how these interests are attached determines, therefore, the choice of the government, its myriad h en m varieties h en m and their variations over innumerable political regime yet. Gradually all these classes are reduced to two: an upper, Aristocracy, or Patriciate Bourgeoisie, h en m a bottom, or Plebe Proletariat h en m ". [1]
In this perspective, we still have to keep in mind that the social structure h en m since the eighteenth century to the present day has become much more complex. However, for discussions posted here the merits of this issue is not paramount. "Be that as it may, one thing is certain: there continues to be the exploitation of a minority over a majority h en m and socioeconomic inequalities not only not disappeared over the past centuries as, depending on the country and the time, even increased" [2]. Above it, to think about when the solemn inauguration speech of the current mayor of Salvador, Antônio Carlos Magalhães Neto, the same states that "[...] may be sure, in the interests of my government Savior will always come first [... ] "? (Read here.)
In fact, perhaps the first thought h en m direct to rationalize h en m the boundaries of political and governmental practice within an arguably unequal society. Now, theoretically, the political leader of this fact society should work to serve the interests of all classes that compose h en m it. But if so, it will inevitably run into the first problem which refers h en m to the existence of these classes that are in constant conflict because of their antagonistic interests. In other words: is it possible to believe that within a capitalist economy h en m there will be a convergence of common interests funky class interests and even the existing specific groups h en m within these same classes? In fact, the social demands are so significantly different due to the social reproduction process itself and how this is expressed in the shapes and spatial content in this way, the answer to the question posed is clearly negative.
Although it is not the interest here is to even a superficial analysis of the discourse of the current mayor at the time of his inauguration, worth rescuing the passage that supports the above considerations in the fragment
